Question: I have a gun permit and live in Pennsylvania. If I am getting harrassed by someone on the street, can I leagally pull my gun ?

Answer:That sounds like a question for a lawyer.
I think you should go take a CCW class soyou can carry a gun concealed. In these classes they cover all the local laws and you will have a chance to ask this kind of question.
My quick advice is that if you think by 'threatening' the bad guys with a gun, they will see it and stop, then you should get a better plan
Why bring out a gun to a situation like that?
If your life is in danger that is one thing, if you are being annoyed, harrassed or bothered figure out a better way to deal with it IMHO
